It is believed that racial discrimination is the main cause for police brutality. “89% of the people who died in NYPD custody between the years 1990 and 1994 were African American or Hispanic” (Elisha, Joshua & Zenobia, 2010). A lot of Americans in 1999 agreed that they believed that discrimination against race was a large issue. Many of the cases on police brutality took place in the late 1800s and early 1900s in the US during the strike of African American rights. Strong forms of violence were using during this time. Many officers tried justifying it because they have to stop the strike to keep the peace. Many officers use the excuse that they abuse force to achieve the lawful purpose.
There is a rule that all police officers must follow called the use of force continuum. This sets the amount of force that is viewed as appropriate to the behavior of the person committing the crime. Although that force that is believed to seem fair to officers may look excessive to a person witnessing it.
